Abstract

In order to ensure communities are adequately protected from the spate of both recent and historic flood events, many rural communities in Queensland have constructed levees. However, rural Queensland experiences extreme climatic and environmental conditions which are unique compared to most other parts of the world. This uniqueness has recently caught many local governments by surprise, as routine inspections of various levees have identified major defects which are predominantly attributed to dry conditions. This has highlighted a significant deficiency in the condition monitoring management of levees.

This project presents a systematic framework for engineers and asset managers to guide the process of developing levee inspection plans for condition monitoring, specific to the local environmental and climatic conditions of rural Queensland. This systematic framework is informed by a rigorous review of extent literature, where current best practice evidence, from research is integrated with practical experience and human values in the decision making process.

The procedural framework proposed is tested on the Warrego River Levee case study to review the effectiveness. The results demonstrate the applicability of the resulting inspection plan and prioritised maintenance schedule, while finding significant erosion related risks attributed to the hot and dry environment. This systematic framework can be provided to local governments in rural Queensland to ensure their levees are capable of protecting the community in the event of a flood.
