Abstract

The wind energy generation is among the fastest growing sectors in the energy industry. It is an effective though not an entirely reliable solution in generating renewable energy without emitting dangerous greenhouse gases. The ever-increasing power demand and the commitment from governments around the world, coupled with universal agreements like the Kyoto Protocol (UNFCCC, 1997) to reduce the emission of greenhouse gases, has resulted in a rapid growth in wind energy generation. Australia is committed to generate 20% of its energy by renewable energy sources (Renewable Energy Act, 2000), Wind energy growth in Australia is driven mainly by this mandatory renewable energy target. Assets in wind farm needs to be managed to ensure maximize energy production, reduce operating and maintenance cost and also to minimize the downtime. During the long operational phase, professional effective management plan is required for renewable energy assets to ensure optimal operation while high asset value is retained.

Asset management in capital intensive industries is an important part of an establishment’s system with a responsibility to establish, develop and execute a competitive strategy. It also has an influential impact on the asset life cycle. The aim of the thesis is to critically evaluate the present asset management plans for wind farms and develop a framework for practical implementation that would be able to minimize the related risks and operation and maintenance costs. It begins with a literature review on the nature of the system and other related methodologies.

The systematic literature review was adopted as a methodology for data collection and relevant case study analyses were undertaken. Whilst the literature related to operational and maintenance phase management is extensive, the literature related to whole life cycle management plan and risks associated with wind farms is limited in Australia. The thesis adopts and integrates existing frameworks through comparative studies. By including main contributors to the framework and exploring different views, a holistic, effective management system was developed. The thesis offers essential information to the stakeholders and policy makers in the industry to improve economically and environmentally wind energy sector. This helps to combat global warming by mitigating against further greenhouse gas emission. It also provides an insight into asset management; project and risk management, and wind power development in Australia by highlighting the role of a management system during strategy making.
