Abstract
This research paper focuses on identifying the best practical asset management strategies for small road drainage structures in terms of the life cycle cost in Lockyer Valley Region.
In order to estimate the life cycle cost of the assets. Literatures of the small road drainage structure inspection framework field were reviewed; the deterioration model of culverts were searched and reviewed to establishment a specify inspection framework and condition state system to prepare for the inspection of culverts in Lockyer Valley region. When the data from the inspection were collected, images were reviewed to classify the condition state and identify major defects of each component of the culverts.
The costs were estimated from first principles for different asset maintenance strategies. The net present value of each asset including capex, maintenance and remedial costs were calculated and converted back to net present values, and then the total net present values of assets for the life cycle were compared to identify the most cost effective asset maintenance strategy.
Lockyer Valley Regional Council’s culvert maintenance strategy was a passive, the need based approach. This has put a large number of public and private assets in risk, in the 2011 and 2013 flooding events, the road infrastructures and private properties had been damaged and created a great financial burden to the Lockyer Valley Regional Council and locals.
Hope the finding of this paper together with other series of researches about the small road drainage structure will assist Lockyer Valley Regional Council to effectively and prudently manage the small road drainage structures. Firstly of all, Lockyer Valley Regional Council needs to change their need based maintenance, i.e. vegetation control and pressure cleaning to a periodical basis to ensure the hydraulic capability is not reduced by blocking of water ways. In addition, the defects can be identified when doing maintenance activities, the passive maintenance becomes proactive maintenance, the potential problems get resolved before they become real problems.
The conclusion of this paper about the life cycle cost of culverts gives indication of how to cost effectively manage the asset. The most preferred method is replacing the culverts when the road is upgrades; the second preferred method is replacing the culverts rather the least preferred method of repair of the culverts.
