Developing Road Asset Management Systems Utilising Spatial Technologies

Hicks, Ryan (2010) Developing Road Asset Management Systems Utilising Spatial Technologies. [USQ Project]

Abstract

Bulloo Shire is a remote Council in the south west corner of Queensland. Bullo shire covers an area of 73,805 sq km and has Council controlled road net work of 2103km which 95% are unsealed with varying conditions. One of the tasks performed by the council is to produce an asset management plan on the road net work but up-to-date and accurate data on each asset is needed. This research project has looks at improving the ways Bulloo Shire Council collects and maintains the data for the shire‘s road assets. It is hoped that data collection can be improved by the use of GPS technology and using GIS software.

The process of collecting the data used DGPS technology to capture and stored the all road assets as well as their attributes. As well as picking up a location of the all assets a condition rating was assigned to each asset. From this condition documents and a GIS system was created.

The project found that the method of collecting the data using GPS technology greatly improved the quality of the data collected, as well as the efficiency of data collection. The GIS system helped the council improve the areas of maintaining the road assets and being able to develop more effective asset management plans which will let the council deliver a better level of service to the community in the Bulloo Shire.
