Abstract
This research project appreciation looks at the main purposes and benefits of implementing an asset management system. This document discusses the new framework that allows councils to accurately and efficiently share information across new borders, especially relevant since the new council amalgamations. Information needs to be shared quickly between council business units to ensure that all staff are able to make the best decision
based on all the available information. Thus any system that still relies on paper copies and plans are becoming obsolete. The system that will be used in this project is MapInfo as it is able to perform all the tasks needed by Council.
MapInfo also has other uses that can eliminate certain issues from local government such as empire building. The current links between finance and engineering has always been diminished due to the empire building effect and workloads. Systems like MapInfo have the ability to be linked with financial systems ensuring that information stays up-to-date and accurate. Having all the assets in a digital system allows the information to be access from any council business unit and enables engineers to produce documents or tender documents quickly. A sister program to MapInfo is Exponare and this program will be used to link engineering (MapInfo) to finances and other systems. Exponare has an easy to use interface that can be used by any staff member to get asset information, thus enabling the whole council to get access to much more than just the typical engineering information at a click of a button.
This projects focuses on taking this local council from a paper based Engineering Asset management system to a modern digital system that is capable of servicing their needs. The
paper system was put into the digital system verified and linked with financial systems to ensure that the system are always up-to-date and eliminate double handling. The new system was found to be exceptionally effective in reducing the time for taken for day to day activities as staff can access information quicker and from different locations.
Due to the power of the new digital system it was well received and is currently widely used not only in the engineering system but also by administration staff in other sections
